The Association works predominantly with central and regional Government to create a business environment conducive to operating successful petroleum exploration and production companies in New Zealand.
The Association is governed by a Board that meets monthly to oversee the activities of the Executive Officer. Elsewhere on the website you will find details about the 4 Committees we operate that deal with specific policy areas.
Membership of the Association is open to any company or individual involved in exploration or production, and to any company providing services or business support to the sector.
What is PEPANZ?
The Petroleum Exploration & Production Association of New Zealand (PEPANZ) is an incorporated society, operating as a trade association, which promotes the interests of petroleum producers and explorers in New Zealand.
Who do we represent?
We represent private sector companies which hold petroleum exploration and mining permits, and service companies which work to support the industry. PEPANZ has two membership categories, each of which has sub-categories:
Full Members
Category 1: Participant in a mining permit, with annual production above 200,000 boe. Category 2: Participant in an exploration permit, or in a mining permit with annual production less than 200,000 boe. New Entrant: A new company in New Zealand with involvement in an exploration permit; this status expires after three years or when production starts, whichever comes first. Associate Members
Trades & Services: Service industry organisations which are intimately involved in the industry (e.g., legal and consulting firms, drilling contractors, downstream companies). Individual: Comprises small organisations such as sole traders or individual consultants. What does PEPANZ do?
The primary objective of the Association is to promote and advance the interests of the oil and gas exploration & production industry in New Zealand.
This includes:
Participating in policy, legislative and regulatory initiatives conducive to fostering exploration and development Promoting a fiscal and taxation environment which encourages investment Promoting industry awareness on environmental, health and safety issues. Articulating the industry’s position on matters of mutual interest through the media and other public fora Current activities
Legislative Issues: Parliamentary legislation and government policy are the primary focus for PEPANZ.

The Crown Minerals Act 1991 & related permit administration Revisions of petroleum taxation legislation Legislation which might affect access, in particular in the offshore domain (Foreshore & Seabed Act, Marine Reserves Act, Aquaculture Act et al). Resource Management Act Employment Relations Act Health and Safety in Employment Act
Industry Issues: Key activities facing the Association include involvement in policy decisions including:
Access to acreage: A major issue for the industry, both onshore & offshore, and the Association assists any Member who faces difficulties in this area Minerals Programme for Petroleum. PEPANZ has an ongoing input into reviewing the structure and content of the programme Oil Pollution Advisory Committee (OPAC): PEPANZ represents the interests of the industry at OPAC on matters relating to marine oil spill planning and response Skills and Training: PEPANZ is active in identifying skills shortages and training requirements for the sector Energy Strategy: PEPANZ follows this issue closely as it is a matter of significant interest to industry, particularly the future use of gas for electricity generation and industrial purposes Oceans Policy & Related Issues: PEPANZ maintains an active involvement in proposals to change legislation and regulations affecting the administration of the offshore environment Energy Seminar Programme. PEPANZ works with industry partners to run a series of seminars that are focussed on the energy industry in New Zealand. Local government: Participation in the annual planning processes especially in areas where the industry is most active. How do members have their say?
An Executive Committee elected from Full Members (7) and Associate Members (2), guides the policy decisions of PEPANZ.
A full time Executive Officer based in Wellington co-ordinates the Association’s business in conjunction with the executive which meets 6 times year.
The Association also has a series of technical committees where members meet regularly to progress the detail of specific initiatives. These committees focus in the areas of; policy, health and safety, information and technology, skills and training, and fiscal and taxation.
Funding
PEPANZ is solely funded by membership subscription, which is based on membership status. No income is received from the crown.
